I am trying to complete a circuit with a battery, wires, liquid and a lightbulb. I completed the circuit but water doesn't conduct electricity. I also tried salt water but that also doesn't conduct electricity

I am trying to complete a circuit with a battery, wires, liquid and a lightbulb. I completed the circuit but water doesn't conduct electricity. I also tried salt water but that also doesn't conduct electricity for me either. Why?

the thing is that you need more volts
