Take 15 and divide it by 1 2/3. You get roughly 9. So Toby can make 9 identical pots.

Let's solve this question using Algebra!
1 and 2/3 pounds of clay
=
1 pot
15 pounds of clay x number of pots
x number of pots = 1 pot x 15 pounds of clay ÷ 1 and 2/3 pounds of clay
x number of pots = 9
