A third of the Convention's 55 delegates owned slaves, which comprised one-fifth of the population of the States and lived in all regions of the country, although the majority of the slaves lived in the South. The agrarian economy of this region was based in slave labor, and for this reason the delegates from the South refused to accept any proposal that could threaten their means of production. So the answer is B
