4x - 3y = -12
-3y = -4x - 12
y = 4/3x + 4....slope here is 4/3. A parallel line will have the same slope.

y = mx + b
slope(m) = 4/3
(-3,4)...x = -3 and y = 4
now we sub and find b, the y int
4 = 4/3(-3) + b
4 = - 4 + b
4 + 4 = b
8 = b

so ur parallel equation is : y = 4/3x + 8
