The Soviet Union decided to formalize its East European alliance through the Warsaw Pact as a counter-balance to the NATO alliance. When NATO was formed the Soviet Union saw it as a military threat and also as a threat to Soviet influence in Europe. As a result the Soviet Union decided to build an organization to counter this and formed the Warsaw Pact.
