s=197.65\ mi\\\\t=3(7)/(20)\ h=(67)/(20)\ h\\\\v=(s)/(t)\\\\therefore:\\\\v=(197.65)/((67)/(20))\ mph=197.65\cdot(20)/(67)\ mph=2.95\cdot20\ mph=\boxed{59\ mph}\\\\Answer:\boxed{(d)}
