Rachel's unit rate is : 2.80

Kevin's is: 3.20

( you simply divide the dollar amount by the rolls of tape-- 33.60÷ 12)
Therefore, Kevin's is greater than Rachel's.

Rachel paid $33.60 for 12 rolls.

Unit rate paid by Rachel =
(33.60)/(12)

= 2.8

From table,

Kevin paid $6.40 for 2 rolls.

Unit rate paid by Kevin =
(6.40)/(2)

= 3.20.

Check:

Kevin bought 5 rolls for $16

5 × 3.2 = 16

He also bought 8 rolls for $25.6.

8 × 3.2 = 25.6.

If we compare the unit rates paid by Rachel and Kevin,

Rachel's unit rate is less than Kevin's because 3.2 is greater than 2.8.
