Is the following equation true sometimes, always, or never (x + y)^2 =x^2+ 2xy+y^2

This is always true! Foil out the left side of the equation.
(x+y)(x+y)=x^2+xy+yx+y^2=x^2+2xy+y^2

(x + y)(x + y) = x^2 + xy + xy + y^2 = x^2 + 2xy + y^2
