y=mx+b
m=slope

perpendicular lines have slopes tha tmultily to -1

y=4x-3
slope=4

perpendiuclar is
4 times what=-1?
-1/4

y=-1/4x+b
sub that opint
(8,2)
x=8
y=2

2=-1/4(8)+b
2=-2+b
add 2
4=b

y=-1/4x+4 is answer
