When the individual is in elementary school, they are still experiencing language development while an individual in high school, has already experienced it. Because of this, it would be easier for the individual in elementary school to learn a second language because their first language is not yet fully developed. The individual in elementary school will also become more fluent with both languages.

Linguist believe that you are more capable of learning a second language when you are younger. Especially in elementary, rather than high school. Because you can learn easier and you will become more fluent in both languages.
