Several British monarchs shut down Parliament when it did not cooperate with them. Why did they reopen Parliament?

Several times in British history, Parliament has been shut down, yet re-opened when matters could not be resolved without them due to the limited power of the monarchy without Parliament's, and thus the people's, consent. Charles I shut down Parliament, which ultimately culminated in the English Civil War, and the exodus of 20,000 Puritans to New England.
