Asoka unified the empire by conquering unexplored tribal and forested regions. He had a violent conquest over Kalinga (which was a state separate from his empire) and reunited all of these separate states until he was ruling a vast majority of what is now the Indian Subcontinent (India, Pakistan and Bangladesh). Hope that helps.
