I wrote the equation y=-4x+3. I attached a graph that has the original line (in blue), the point you gave (red dot), and my line (in green) so you can see it.

perpendicular has slope that multipies to -1
y=mx+b
m=slope
b=yint

y=-4x-9
slope=-4

-4 times what=-1
1/4

y=1/4x+b
yint=(0,3)
y=1/4x+3
