Cytosis requires energy, and the production of energy depends on oxygen. Diffusion does not require energy.

Because Cystosis is an active process meaning that it requires energy (ATP) for its working. As ATP production requires oxygen. While diffusion does not need energy. That is why cytosis is affected by oxygen but diffusion is not.
