indirect object- a noun phrase referring to someone or something that is affected by the action of a transitive verb (typically as a recipient), but is not the primary object (e.g., him in give him the book )

B. Tony

Turn the sentence into a statement rather then a question. Kevin gave Tony a map to the city. first we find the verb...the action word.. that word would be " gave ". Who gave ? Kevin gave ....so Kevin is the subject. Kevin gave what ? He gave a map....map is your direct object. The direct object is what is receiving the action. Kevin gave the map to who ? He gave the map to Tony...Tony is your indirect object.
so the answer is B. Tony
Hope that Helps! :-)
