x < 9 means that you have to include the values less than 9 (not the 9): 8, 7, 6, 5, ...

x ≥ 14 means that you have to include the values greater or equal to 14: 14, 15, 16, ...

Then, from the list the valid numbers to check are: $8, $14 and $15.
