4.2 or 4 or it can be 5 if you want to interpret the remainder

First find the total number of popcorn ounces that he has so multiply the 9 bags by the 14 ounces that each bag has
9✖️14=126 onces or popcorn
Then divide the 126oz by the 3oz that are going to be on each bag
126➗3=42
So he can make 42 bags of popcorn.
