It would be I think perpendicular but don't take my word on it cuz I might be wrong....

y=mx+b
m=slope
paralelll ines have slopes that multiply to -1
first one is y=4x+5, slope is 4
2nd one is y=-1/4x+4, slope is -1/4
4≠-1/4
4 times -1/4=-1
they are perpendicular
