Rachel Carson blamed chemical companies for passing wrong information, and the workers for accepting the industry's marketing claims without questions. The information in the book resulted in the general ban on DDT (insecticide) for agricultural uses, and it also led to formation of the U.S. Environmental Protection Agency.
