When something is perpendicular, it must form a 90° or right angle [it will make a square]. Also keep in mind that perpendicular lines have reciprocal [numerator and denominator switch] slopes [steepness]

If you are given a line with a slope of zero like y = 3, any given line of x will be perpendicular. This is because when y = n; x is undefined. When x = n ; y is undefined. Since you want a line that will go through point (4, -2) and will be perpendicular to y = 3, just set x to the value of x in the coordinate. And in this case x is 4 so x = 4 will be the equation.
