Most of the information's required for solving this question is already given. Let us first write them down and then go for finding the answer.
Perimeter
of a rectangular picture frame < 180 inches
Width of the rectangular frame = 26 inches
Let us assume the height of the frame = h
Then
2(width + height) < 180
2(26 + h) < 180
52 + 2h < 180
2h < 180 - 52
2h < 128
h < 64
