The Assyrians contributed to government administration by having local governors to report to the central power. The contributed to culture by building the first library.

Assyrians were the people of the Assyrian Empire, that remained a kingdom of Mesopotamia. They developed a system of government in which the Governors reported about their province to a central government and this later became the fundamental model of administration. The Assyrians were the first to have a library that has many similar features of a modern library.
