What is an interlocking schedule at a Puerto Rican school? And why are these schedules used?

Interlocking is used in Puerto Rico schools in order to offset high enrollment. This means that there are too many students enrolled into one school. They use this system so that the student can learn in two different groups and it also helps with overcrowded areas
