In spanish does the adjective come before the noun?

Yes, in Spanish you wouldn't say "rojo carro" (red car) you would actually say "el carro rojo" or just "carro rojo" although it sounds a little weird with just the two words.

It is the opposite way in Spanish. The adjective usually comes after the noun. Hope I helped! :)
