What might have happened if the federalists had failed to make good on their promise of a bill of rights?

I'm assuming that there would be many riots and perhaps a revolution had the federalists failed to make good on their promise of a bill of rights. The Bill of Rights is a collection of the first 10 amendments to the United States Constitution, and without it, America wouldn't be what it is today.
