explain how the decline of the cabinet as an advisory body to the presidents weaknes the system of checks and balances?

As the cabinet starts failing to advise the president, the system of checks and balances is weakened because the cabinet is no longer acting as a strong check/balance, which gives the president more power to force his or her own will on the law. (Does this make sense?)
