NO BECAUSE 18 TIMES 7 = 126 AND SHE SAID 146 WHICH IS 20 IN DIFFERENCE.

No, because since each pennant cost 18$ then 7 pennants should cost 126$. So for Ms. Lee to pay 146$ is not reasonable.
