So, (as apologiabiology's brother)
We find out how many
whole
4's would fit in 17. We get 4 4's with a remainder of 1.
So, 17/4 = 4 1/4 (four and one-fourth)
P.S. 17/4 cannot be written as a whole number without fractions.

so lets see the biggest counting number that has a factor of four, yet is less than 17 so
16 is divisible by 4 and less than 17 so
16/4 +1/4=17/4
16/4=4 so
4 and 1/4
1/4=.25 so
4.25
