An electric current is running through the gel in the electrophoresis with positive pole on the bottom. So, only negatively charged particles can migrate through the gel in the electrophoresis. Since DNA is negatively charged, it migrates toward the positive pole of the gel. This characteristic enables DNA to move through the gel.
