I believe the answer is: The Zhou dynasty featured decentralized politics but important cultural innovations, while later dynasties emphasized order and centralization

Decentralizaed politics in Zhou dynasty separates chinese territories into several small kingdoms with their own rulers. The later dynasties on the other hand, see these separation as weakness, which is why they transformed the system into a nation controlled by strong centralized government to maintain order among smaller provinces.
