Well Rome had already conquered many places, so by fear and propaganda. Anyone who said "no" to the Roman government was either locked up or killed/tortured. The Roman leader was a dictator and a tyrant, who soon took away the liberty and freedoms of all the people.

Answer:

Rome allowed the conquered people to keep their own customs and self government.

Step-by-step explanation:

When Rome conquered places along with people in it, they included the area to be part of the Roman Empire. Roman allowed people to follow and practice their old customs. Roman allowed the conquered people to become part of citizenship where they have to stay loyal and support financially and military to the empire.
