First we can use the properti of rhe radicals, that let us divide each of the term inside it, because there is not an addition or a substraction so:


\sqrt[]{16x^7x^4}=\sqrt[]{16}\sqrt[]{x^7}\sqrt[]{x^4}

Now we can simplify like:


4\sqrt[]{x^7}\sqrt[]{x^4}

Now we can use this:


\sqrt[x]{a^y}=a^{(y)/(x)}

So:
