The correct answer is D.

If industries are pressured by taxes on the amount of carbon dioxide they can release they are bound to reduce this amount as much as possible for them so that way they can reduce how much they have to pay. This decreases global warming because the less carbon dioxide released the less greenhouse gases are released into the atmosphere.
