First, subtract 5 from both sides of the equation:

2(x-4) + 3x ≤ 12 -5

Then use distributed property for 2(x-4) and add 8 to each side of the equation:

2x - 8 + 3x ≤ 7
2x +3x ≤ 7+8

Now we can combine both x's:

5x ≤ 15

Finally, divide both sides by 5 to completely isolate x:

x ≤ 3

Hope this helps!
