For a relation to be a function, each x-value is mapped to only one y-value.

This means that in the relation, no x-coordinate should occur more than once.

From the given set of ordered pairs, the relation which has an x-value mapped to more than one y-value is:

{(-4, -2), (-1, -1), (3, 2), (3, 5), (7, 10)}

In the relation above, the x-value (3), is mapped to two y-values which are 2 and 5.

(x, y) ==> (3, 2) and (3, 5)

Therefore, the relation which does not represent a function is:
