The two groups which generally struggled for political control in the nineteenth century were the working class and the owners. This dichotomy of a class which produced the goods and a class which sold the goods meant that the people couldn't raise their social status.

I believe the answer is: working class and the owners.

In the nineteenth century, bribing government officials is far easier compared to today since there was no agency such as FBI that exist to watchover this type of transaction.
This make owner of the businesses tend to also have massive political influence in society while the working class was left unrepresented.
