Between 1860 and 1900, was a period in that when the country was getting back from the Civil War. Industries were recovering after some struggles and many people from the South still were migrating to the Northern states. After the big migration of the Reconstruction period ( 1865-1877), African Americans and freed people still were looking for better opportunities in the industries of the North. Moving back to the East or from the South to the North, manufacturing industries were trying to gain momentum again.
