a)

h(x)=-2x+5

To find h(4) we need to substitute x = 4 into the equation of h(x), as follows:

\begin{gathered} h(4)=-2\cdot4+5 \\ h(4)=-8+5 \\ h(4)=-3 \end{gathered}

b) To find h(-3) we need to substitute x = -3 into the equation of h(x), as follows:

\begin{gathered} h(-3)=-2\cdot(-3)+5 \\ h(-3)=6+5 \\ h(-3)=11 \end{gathered}
