He is the 'Antagonist' because he's a contrary character who creates conflict.

The antagonist is the character that somehow obstruct/prevent the main character in achieving his/her goals.

In the story , Tybalt is portrayed as Juliet's cousin who are not agree with Romeo's relationship with Juliet
