Starting from the beginning.
5= 5,000,000 is therefore equal to 5 million.
0= 000,000. If there was a digit besides 0, this would be equivalent to 100 thousands.
6= 60,000, is therefore equivalent to 60 thousands
2= 2,000, is therefore equivalent to 2 thousands
9= 900, is therefore equivalent to 9 hundreds
7= 70, is therefore equivalent to 7 tens
3= 3, is therefore equivalent to 3 units.

Or if you are trying to say this, it would be five millon, sixty -two thousand, nine hundred and seventy three.
Hope this has been able to help
