Which of the following would be against the Constitution? Congress declares war on a country, and the president sends troops. Canada and the United States meet to create a new trade agreement. Congress declares war on a country, and the president sends troops. That won't be good. Everything has to abide by the Constitution. The President, Congress, Senate, etc. all have to agree to do so.
