The FDA
Step-by-step explanation:
The FDA is in charge of controlling outbreaks. CDC is who you contact if their is an outbreak. The EPA only does enviorment so plants, animals, etc. The FSIS investigates the food before it goes out on the shelves. Finnaly, the APHIS investigate the health of plant and animals. The APHIS investigates living plants and animals. The FSIS ivestiages food before you eat it. So its down to the FDA and CDC. I belive FDA is the best answer.
