I'm going to go with A.

Choice B makes it sounds like Josephine is reading to an actual whale about children.
Choice C just sounds wayyy too cluttered when read aloud.
And choice D, it's not written correctly.

Answer:

The answer to your question would be that the most effective substitute for the sentence is the following one: In the library, josephine read the children a story about a whale. That is, the correct option would be A.

Step-by-step explanation:

The revised version of the sentence includes an introductory phrase with the prepositional phrase (in the library). Sentence B makes it seem as if Josephine read to a whale about children. Then, sentence C separates the indirect object from the direct object (about a whale in the library to the children), which makes the construction sound odd. Finally, D is written incorrectly, there shouldn't be a comma before to.
