Either he firmly refuses or he no longer attends these people.

Joe should be his own person and not give in to doing things just to pleas other people. True friends accept you for how you are already in addition a true friend would not pressure anyone into doing drugs. He should not be around them he will make friends elsewhere Joe just needs to give it time.
