The Kellogg-Briand Pact was a world agreement signed by many European countries, the US, and Japan which declared wars of aggression illegal.

The Soviet Union was not included in the meeting because the international community had not accepted the new communist government. After Russia left World War I early signing a separate peace agreement with Germany, many of their former allies lost trust in the people who would help to create the Soviet Union.
