In 1955 Ngo Dinh Diem, the ruler of South Vietnam, refused to hold elections stating that Vietnam did not signed the Treaty of Geneva. As a result the Vietcong was formed to fight against the government, group also known as or V.C., short for "Vietnamese Communist".
