I believe the answer is: The new deal could not redistribute wealth

According to Huey Long, the new deal would only make a certain segment of citizens suffer because of tax increase while making the others prosper. This view was proven wrong by the result of the new deal which help America survive the great depression.

Huey Long criticized the New Deal based on the benefits of letter D which is the New Deal did not go far enough to redistribute wealth. Huey Long was a governor of Louisiana from 1928 to 1932 who restricted the New Deal since he trusted that Roosevelt's arrangement to help the American economy after the Great Depression did not satisfactorily help residents living in destitution.
