The vertex form of the function given is
y = (x + 2)^2 + 3

The vertex form of a quadtratic function is in the form
y = (x - h)^2 +k
Start by completing the square of the quadtratic function which results to

y = (x^2 +4x +4) +7 -4
then simplifying the equation in the vertex form:
y = (x+2)^2 + 3
