I believe the correct response would be C. Electrons in an insulator do not move readily thus affecting the flow of electric current.

The correct answer is C. Insulators stop the flow of an electric current because its electrons do not move readily. The electrons are strongly attracted to bonds thus there are no easily movble electrons, hence no electric current.
