I believe the answer is: C.They were both established by men who had been banished from Boston.

These men were banished due to the crimes that they have done in Boston or the conflict that they have with high officials in Boston. After the banishment, they start to spread outside the boston territory in order to find a new place to live, until they eventually setled on rhode islands and new hamsphire.
